• Design Agile Release Trains aligned with value streams
• Determine teams and systems for each ART
• Select first pilot ART (often a critical digital project)

6. Create an Implementation Plan

• Develop a roadmap for SAFe adoption
• Use iterative approach: Plan, Do, Check, Adjust
• Initially focus on detailed planning for first 1-2 PIs
• Set realistic pace with time for training and coaching

7. Prepare for ART Launch

• Fill and train all key roles (RTE, PMs, POs, SMs, teams)
• Prepare Program Backlog for first PI
• Establish necessary infrastructure:
  • Digital tracking tools (e.g., Jira, Azure DevOps)
  • Collaboration platforms for distributed teams
  • Visual management spaces (physical or virtual)
• Organize first PI Planning event (venue, logistics)
